Abstract
İnsanlık tarihi günümüze kadar çeşitli devrimler geçirmiştir. Bunların en büyükleri tarım devrimi, sanayi devrimi ve teknoloji devrimidir. Şüphesiz ki bu devrimler içerisinde teknoloji devrimi; bireyi, toplumu ve devleti çok hızlı bir şekilde değiştirmiş ve dönüştürmüştür. Teknolojik gelişmeler ilk olarak kırsal alandan kentsel alana doğru hızlı göç hareketlerini başlatarak metropollerin ortaya çıkmasına sebep olarak kentlerde devletten beklenen yeni hizmet taleplerini de doğurdu. Özellikle 90’lı yıllara kadar teknoloji belirli hızda ilerlerken bu tarihten itibaren iletişimden ulaşıma kadar birçok alanda baş döndürücü teknolojik gelişmeler devam etti. 1980’li yıllardan itibaren minimal devlet anlayışı kabul görmüş olsa da özellikle teknoloji çağında vatandaşların devletten beklediği hizmetler artarak devam etmiştir. İnternet, akıllı telefon, bilgisayar, tablet ve sosyal ağların kullanımın oldukça yaygınlaşması kamu hizmetlerinin sunumunu ve denetimini önemli derecede etkilemiştir. Dünyada meydana gelen bu teknolojik gelişmelerden Türkiye’de hem devlet hem de toplum etkilenmiştir. Devlet bu alanda çeşitli atılımlar yaparak bireylere sunulan kamu hizmetlerini daha etkili ve verimli sunma çabası içerisine girmiştir. Bireylerin ise teknoloji kullanımına olan talebi giderek artmaktadır. Bu çalışmanın amacı çeşitli istatistiksel verileri kullanarak kamu hizmetlerinin sunumuyla dijitalleşme arasındaki ilişki açıklanmaya çalışılmıştır.

Abstract The history of humanity has undergone various revolutions until today. The biggest ones are the agricultural revolution, industrial revolution and technology revolution. Undoubtedly, the technology revolution in these revolutions; it has changed and transformed the individual, society and the state very quickly. Technological developments first started the rapid migration movements from rural to urban areas and caused the emergence of metropolises, resulting in new service demands expected from the state in cities. Especially until the 90s, while technology progressed at a certain speed, dizzying technological developments continued in many areas from communication to transportation. Although the concept of minimal government has been accepted since the 1980s, the services that citizens expect from the state have continued increasingly, especially in the age of technology. The widespread use of the Internet, smartphone, computer, tablet and social networks has significantly affected the provision and control of public services. And state in Turkey from these technological developments occurring in the world are affected by both communities. The State has made efforts to provide public services to individuals more effectively and efficiently by taking various steps in this field. The demand of individuals for the use of technology is increasing. The aim of this study is to explain the relationship between the provision of public services and digitization using various statistical data.
