Abstract
Zorunlu ya da mecburi hizmet yükümlülüğü, toplum tarafından “Doğu görevi” olarak da isimlendirilmektedir. Zorunlu hizmet yükümlülüğü, öğretmenlerin meslek yaşamı boyunca belli yer ve süreler dâhilinde hizmet etme sürecini içermektedir. Zorunlu hizmet yükümlülüğünün kapsam ve içeriği “Öğretmen Atama ve Yer Değiştirme Yönetmeliği”nin maddeleri ile düzenlenmiştir. Bu araştırmadaki amaç öğretmenlik mesleği ile ilgili zorunlu hizmet yükümlülüğü kavramının yasal metinlerdeki anlam içeriğini belirlemektir. Araştırmada doküman analizi yöntemi kullanılmıştır. Güncel “Öğretmen Atama ve Yer Değiştirme Yönetmeliği”nin zorunlu hizmet yükümlülüğü ile ilgili maddeleri doküman analizine göre incelenerek içerik analizi tekniği ile çözümlenmiştir. Buna göre öğretmenler, zorunlu hizmet yükümlülüklerini birden fazla alanda tamamlayabilmektedir. Zorunlu hizmet yükümlülüğünün süresi hizmet bölgesi ve hizmet alanlarına göre değişiklikler göstermektedir. Örneğin Hakkâri’de zorunlu hizmet yükümlülüğü üç yılda tamamlanırken, Çanakkale’de yedi yılda tamamlanabilmektedir. Araştırmadaki sonuçlara göre boşanma, ölüm veya ağır hastalık gibi mazereti bulunan öğretmenlerin zorunlu hizmet yükümlülükleri süresiz olarak ertelenebilmelidir. Zorunlu hizmette geçirilen ücretli öğretmenlik süreleri kamuda göreve başlanılması durumunda zorunlu hizmet süresinden sayılmalıdır.

Abstract
Obligatory or compulsory service obligation is also named as “Oriental duty” by the society. Mandatory service obligation includes the process of serving in certain places and periods throughout the professional life of teachers. The scope and content of the compulsory service obligation is regulated by the articles of the “Teacher Appointment and Relocation Regulation”. The aim of this research is to determine the meaning content of the concept of compulsory service obligation related to the teaching profession in legal texts. Document analysis method was used in the research. The articles of the current “Teacher Appointment and Relocation Regulation” related to compulsory service obligation were analyzed according to document analysis and analyzed with content analysis technique. Accordingly, teachers can fulfill their compulsory service obligations in more than one field. The duration of the compulsory service obligation varies according to the service region and service areas. For example, while compulsory service obligation is completed in three years in Hakkari, it can be completed in seven years in Çanakkale. According to the results of the research, compulsory service obligations of teachers who have excuses such as divorce, death or serious illness should be postponed indefinitely. Paid teaching periods spent in compulsory service should be counted as compulsory service period in case of starting to work in the public sector.
