Abstract
After the 2008 global financial crisis, youth unemployment in Türkiye remained significantly higher than overall unemployment and continued to display strong sensitivity to economic fluctuations. The 2018 currency crisis and the 2020 pandemic further deepened this vulnerability, increasing the risk of youth exclusion from the labor market. Economic crises not only raised unemployment rates but also weakened young people’s motivation, social belonging, and trust in the future. The state attempted to offset these negative impacts through development plans that prioritized youth employment as a key policy area. The Eleventh Development Plan (2019–2023) aimed at post-crisis recovery and education-employment alignment, whereas the Twelfth Development Plan (2024–2028) focused on digital transformation and green employment strategies. This article analyzes the dynamics of youth unemployment shaped by crises between 2008 and 2025 and evaluates the policy responses embedded in Turkey’s development plans.
