Undoubtedly, the technology revolution in these revolutions; it has changed and transformed the individual, society and the state very quickly. Technological developments first started the rapid migration movements from rural to urban areas and caused the emergence of metropolises, resulting in new service demands expected from the state in cities. Especially until the 90s, while technology progressed at a certain speed, dizzying technological developments continued in many areas from communication to transportation. Although the concept of minimal government has been accepted since the 1980s, the services that citizens expect from the state have continued increasingly, especially in the age of technology. The widespread use of the Internet, smartphone, computer, tablet and social networks has significantly affected the provision and control of public services. And state in Turkey from these technological developments occurring in the world are affected by both communities. The State has made efforts to provide public services to individuals more effectively and efficiently by taking various steps in this field. The demand of individuals for the use of technology is increasing.
